  Centre for Urban Equity
Urbanization is going to be the future of India. Urban systems will have to respond simultaneously to both, agenda of economic growth and agenda of human development. Hence there is a need to expand scope of urban development agenda to include all dimensions of human well-being. The proposed Centre for Urban Equity (CUE) is an endeavour that will advocate for a human-centred urban development paradigm based on the notion of equity.

CEPT University has decided to set up a Centre that would channelize her ongoing efforts towards debating and shaping policies for an equity-based paradigm on human settlements’ development. Centre for Urban Equity (CUE) at CEPT University is set up with the objective of undertaking research, advocacy, training, teaching and networking on human settlements, but keeping notion of equity at the centre. The CUE would also provide orientation to the CEPT University students, particularly those in the graduate programmes, masters and PhD programmes, towards policy research and advocacy. The CUE is set up directly under the Director, CEPT University. The Centre would be governed by an executive council, whose functions and responsibilities would be decided through wider consultations. It is envisaged that the centre’s activities would be guided through setting up an advisory committee. The Centre’s activities would be supported by student interns.

Focus
The focus of the proposed Centre is research on paradigm, policies and processes of urban development. It envisages that sound theoretical and applied research of internationally accepted standards would form the basis for the activities of the centre. The Centre also envisages possibility of inviting well known scholars in the field to affiliate for short periods and contribute towards its activities. It would provide possibilities of affiliations for the registered PhD students at the University. Lastly, for networking with like-minded institutions joint research and policy advocacy activities would be taken up with other institutions in Asia.

Activities
Research – theoretically sound and applied research would be the main activity of the proposed centre and would form the basis for all other activities of the Centre.
Development Dialogue – This would be based on the research work undertaken at the Centre
Policy Advocacy – The policy advocacy would be based on the research work undertaken at the Centre
Publication – All researches at the Centre would be disseminated through publications, books, articles in referred journals, Working Paper series and a Newsletter at a later date.
International and National Seminars/Conferences – These would be tied to the research expertise at the centre as well as with some of the relevant policy issues in the Asian context.
Training and education – Eventually, the Centre can start training activities for the government and non-government staff on matters of urban equity. With a few years of experience, the centre can offer courses on urban policy, which would be based on the principles propounded by the Centre.
Preparing Data and Data dissemination – Data base on human settlements is extremely weak. It is envisaged that the proposed Centre would make substantial contribution towards developing data base for informed policy decisions.

The Centre is currently funded by the Ministry of Housing and Urban Poverty Alleviation (MHUPA), Government of India (GOI), with an agenda of setting up National Resource Centre (NRC) for research, developing training materials and capacity building on addressing urban poverty issues.

The following are the details of two national workshops organised by the centre (then called the urban poverty alleviation cell) and the Ministry of Housing and Urban Poverty Alleviation, Government of India in April, 2009:

“Integrating the urban poor in the urban planning and governance system in India” Date: 10th April, 2009.

“Approaches for the land for the urban poor in India”
